What Is Cookie Consent Banner?

A cookie consent banner is the on-page notice, typically appearing on first visit, that discloses a website's data collection practices and asks a visitor to accept, reject, or customize tracking preferences. It's the visible interface of a CMP, but the banner functioning correctly says nothing about whether tags behind it actually respect the choice made.

It’s worth being precise about what a banner proves: that a CMP is installed and rendering. It doesn’t prove clicking ‘Reject All’ stops anything from firing (see Post-Opt-Out Firing) and it doesn’t prove tags wait for a decision at all (see Pre-Consent Firing). Legally, a banner also has requirements beyond existing: under GDPR, CCPA, and the Australian Privacy Act, it generally needs to make rejecting as easy as accepting and avoid dark patterns.
